The new Karnataka Guarantee of Services to Citizens Bill, 2011 was cleared by the cabinet.
purpose:
1. End to corruption
2. improving quality of service delivery with specified time frames.
3. If an official fails to deliver on time, he will be penalized and if he continues to be inefficient, action will be initiated.
INCENTIVE: The incentives for honest officials. Have a certificate of appreciation, and earn up to Rs 5,000 a year. It is to encourage and enhance the efficiency of officers.
If officer rejects the application of a citizen, for he has to record the reasons in writing for doing it. Also, the citizen has two levels of appeal. The designated officers have to render the service. If he fails in his responsibilities, then a citizen can appeal before the competent officer(CO) and get her/his grievances remedied.
If the citizen is unhappy even with the CO, she/he can appeal before the appellate authority. Both the competent officer and the appellate authority have the same powers as are vested in a civil court while trying a suit under the Code of Civil Procedure. They may order the designated officer to provide the service.
