In the Action Taken Report on 2010-11 budget, the project of integrating all departments through software was discussed. The initiative aims at quick movement of files between departments and to make the office paperless.
HOW DOES IT WORK?
For example, if you apply online to BBMP for approval to open a hotel, or approval of plan for apartment construction , the applicant is given a file number as acknowledgment. A soft copy of the application is forwarded from one office to the next for clearance . The process which used to take over a week to move from one table to another can be done within minutes
and corruption can be eliminated as well as unnecessary delay in file movement. The work which used to take not less than a month can be done within 3 -4 days. In this system, there's no public interface but in future, people will be able to track their application.
QUICK MOVEMENT OF FILES ONLINE SERVICES
People needn't run from pillar to post to pay property tax as they can it online. With the e-governance initiative, registration for births and deaths too will be a click away. Similarly, application for plan sanction during house construction can be sent online. Complaints about civic amenities can also be sent online

GET REGISTER YOUR PHONE NO. WITH YOUR BANKS FOR SMS ALERTS TO AVOID CARD FRAUD
ATM skimming , a sophisticated fraud involving capture of card information as well
as the user's PIN, has landed up on Indian shores. The new fraud is prompting banks to relook at old machines and step up registration of mobile numbers of customers for alerts.
Officials of ATM industry say that while the industry is coming up with technical solutions to check fraud, ATM users must ensure that their mobile numbers are registered with their banks as RBI has made it mandatory for banks to provide SMS alerts for all debit card transactions from July 2011, irrespective of the amount.
Incedentally The skimming fraud which took place at an Axis Bank ATM came to light immediately after customers who got SMS alerts of large withdrawals raised an alarm.
Axis Bank's ATM at Oshiwara in Andheri was the target of fraudsters who had managed to attach a small card reading device over the mouth of the card slot and a matching
keypad over the surface of the existing keypad. The ATM card information and pin numbers were captured by two add- on devices and transmitted to the fraudsters
through a GSM connection. This information was used to clone cards at a remote location and withdraw cash from other automated teller machines.
The other fraud that is prevalent abroad is one where the fraudster places some block within the card slot to prevent it from being
returned. The fraudster then gets the pin by pretending to assist the victim. Sometimes, fraudsters attach a small webcam within the ATM kiosk to record the PIN.

Who should file returns?
If you are an NRI, you would have to file your income tax returns for 2010-2011 if you fulfill either of these conditions:
>Your taxable income in India during the year 2010-2011 was above the basic exemption limit of Rs 1.6 lakh OR
>You have earned short-term or long-term capital gains from sale of any investments or assets, even if the gains are less than the basic exemption limit.
Note: The enhanced exemption limit for senior citizens and women is applicable only to residents and not to non-residents.
Are there any exceptions?
Yes, there are two exceptions:
>If your taxable income consisted only of investment income (interest) and/ or capital gains income and if tax has been deducted at source from such income, you do not have to file your tax returns.
>If you earned long term capital gains from the sale of equity shares or equity mutual funds, you do not have to pay any tax and therefore you do not have to include that in your tax return
Tip: You may also file a tax return if you have to claim a refund. This may happen where the tax deducted at source is more than the actual tax liability. Suppose your taxable income for the year was below Rs 1.6 lakh but the bank deducted tax at source on your interest amount, you can claim a refund by filing your tax return. Another instance is when you have a capital loss that can be set-off against capital gains. Tax may have been deducted at source on the capital gains, but you can set-off (or carry forward) capital loss against the gain and lower your actual tax liability. In such cases, you would need to file a tax return.
By when to file returns?

Once the child attains the age of 18, he has to fulfil the PAN requirements. So an application for a PAN card should be made when the child turns 18 to ensure that minor accounts and folios are converted to

LPG consumers have time till August 20 now to submit documents to avoid disconnection. The food, civil supplies and consumer affairs department has extended its August 15 deadline because of heavy rush.
In its July 21 notification, the department requested beneficiaries whose ration card or LPG connection had been suspended to furnish papers within 15 days from the date of notification. Consumers were asked to go to the department website or visit the nearest taluk or deputy director's office to submit the documents.
A large number of ration card holders and LPG consumers has submitted the information by now. However, due to a heavy load on the department website and other reasons, many have found it difficult to submit the particulars sought. Therefore, the need to extend the deadline.
Cardholders have been asked to visit their ration shop, check the electricity meter RR number in the computer printout and rectify mistakes if they find any.

However, officials promised not to disconnect supply immediately. Said M C Gangadhara, food, civil supplies and consumer affairs department additional director: "We are not stopping connections
immediately after the deadline. There will be a verification process and customers will be intimated before disconnection. If they haven't submitted documents , we will issue
a notice before the disconnection," he said.
Gangadhara said 4 ,54,295 connections have been cleared and 68,199 are to be verified.
However, consumers are still facing problems in uploading data on the website.

What to do if i miss the tax filing deadline?
The last-minute rush of filing tax returns is over. Hounded by the 31 July deadline, most people manage to scrape through, filing their returns on time. Yet, there are some who, for one or the other reason, fail to do so. If you are among the latter and worried about breaching the law or facing a heavy penalty, don't press the panic button just yet. You can still file your returns and chances are you won't have to pay a penalty.
"About 10% of the people end up filing their returns after the due date," "The return for income earned in the financial year ending on 31 March 2011 should ideally be filed by 31 July for non-business taxpayers. But if the taxpayer has missed the deadline in spite of having four months in hand, he can do so till 31 March 2013."
In such a case, the penalty to be levied would depend on the status of the tax to be paid. If you have paid your taxes, there's little to worry because you can file the returns before 31 March 2012 without paying a penalty. "But if you push the new deadline and file the return only after 31 March 2012, the assessing officer may impose a penalty of 5,000 ," This amount may depend on the discretion of the assessing officer.
If tax has not been paid, If you have not cleared the taxes, you will have to pay a penalty at the rate of 1% per month for the period after 31 July. If the tax due is more than 10,000 , you are supposed to pay an advance tax on your income in three tranches (see table). In such a case, the 1% penalty per month will be applicable from the period you have not paid the tranche.
If Form 16 has an error
If your employer has made an error in Form 16 and this has crept into your returns, it will have to be corrected. "In case a rectification is required, you should go ahead and file the return anyway. Subsequently, you can request your employer to correct the mistake, and after you receive the fresh Form 16, you can file the revised return."

should not file the return using details that were missed out by the employer as the computerised system is such that if there is a

While you have the option to file your tax returns after the due date, you must avoid doing so. This is because you could lose out on a major benefit. If you have suffered a
capital loss in a particular year and want to set it off in another year, it needs to be carried forward.

(TIN) . The SBI has been appointed as the refund banker, which processes refunds and
routes them to the assessees' bank accounts. If the assessee does not choose direct credit, a cheque is sent. This facility also helps track the status of the parcel that has been despatched by speed post. All refunds are handled by the Central Processing Centre (CPC) at Bangalore. Visit http://tinyurl.com/cj768m for checking the status of your income tax refund. You can do so by indicating your PAN, relevant assessment year and then clicking on 'submit'.
Processing
If the processing of the refund has not been completed by your assessing officer, or if there is no refund payable to you for that year, you will get a message saying so.
Refund details
If there is a refund, you will get details showing your refund reference number, the date of credit to your bank account or the date of despatch of the cheque by speed post, and the speed post reference number, if applicable
Tracking
You can go to http://tinyurl.com/y8es wtm and enter the speed post reference number. On submitting it, you will get a link called 'movement', which will show the status of your parcel.
E-mail

Deadline for installing rain water harvesting system has been extended to March 31
The BWSSB has empowered itself to take stern action against owners of those houses where rainwater harvesting (RWH) apparatus is not installed. Having issued a deadline of December 31, 2011, for installation, and published a gazette notification on July 7, BWSSB can now cut off water and sanitary connections to houses without RWH.Through the notification, the regulations titled Bangalore Water Supply and Sewerage (Rain Water Harvesting) (Amendment ) Regulations, 2011, have come into force. The amendment states that where the owner or occupier of a building fails to provide RWH within the deadline, modified under section 72A of the Act, water supply could be disconnected.

NON SUBSIDISED LPG GAS FOR 6 LAKH EARNER PER ANNUM
MPs’ committee wants Centre to provide free LPG to BPL families Panel says no subsidised gas for Rs 6-lakh earners In an attempt to reduce the increasing fuel subsidy bill, a parliamentary panel has recommended that the government end the policy of providing subsidised domestic cooking gas (LPG) to people whose yearly income is more than Rs 6 lakh.
The Standing Committee on Petroleum and Natural Gas in its latest report has suggested that the government may consider doing away with providing subsidised LPG to rich and affluent people with an income of over Rs 6 lakh per annum.
By stopping the distribution of the highly subsidised LPG to the rich, the Centre can distribute the surplus to people living in rural areas, the report, tabled in Parliament on Wednesday, said.
Though a 14.2- kg LPG cylinder in Delhi costs Rs 395.35 , this is Rs 247 short of its market price. If the panel's recommendation is accepted, people with more than Rs 6 lakh per annum household income will have to pay the Rs 642.35 per cylinder market price. The committee also suggested the Oil ministry starts providing free LPG connections to all eligible BPL families. “The scheme (should) be extended for the next Five Year Plan till all eligible BPL families are covered”, the report said.
Earlier, a high level task force headed by UIDAI chairman Nandan Nilekani had suggested limiting the supply of subsidised LPG cylinders to four to six per household a year while, for the rest of the cylinders consumers have to pay the market rate. The task force also said that the restricted subsidised LPG supply should be only for those who either own a car, a two-wheeler, a house or figure in the Income- Tax list. An Empowered Group of Ministers (EGoM), headed by Finance Minister Pranab Mukherjee, will take a call on this issue soon.
According to Petroleum ministry data, each 14.2- kg cylinder of LPG normally lasts a household 45-60 days and between four to six cylinders would be adequate for a year for a household.
According to LPG distributors’ records, a vast number of households were taking as many as 20 to 30 cylinders each year, raising a doubt of possible diversion for use in commercial establishments like restaurants and as autorickshaw fuel. As India’s fuel subsidy bills will cross $16 billion a year, Mukherjee announced the rollout of a new system based on the Nilekani report on a pilot basis in seven states—Maharashtra, Haryana, Rajasthan,
Orissa, Assam, Tamil Nadu and Delhi. Depending on the outcome of the pilot project, the new distribution system would be introduced across the country after six months.

The department of food, civil supplies and consumer affairs has extended the deadline till August 15.
The food, civil supplies and consumer affairs commissioner said the department, in its July 21 notification, said if a beneficiary's LPG connection has been suspended, it is either due to wrong data entry by the department or the consumer's failure to submit documents. The papers sought included electricity meter RR number, LPG consumer number and ration card details. The notification also specified that if it was a case of data entry error, the same. details be furnished within 15 days from the date of issue of the said notification. This can be done either by logging on to the department website or by visiting the nearest taluk or deputy director's office.
The note said many ration card holders and LPG consumers have submitted the information by now. However, due to heavy load on the department website , many others found it difficult to submit the particulars sought. Therefore, the need to extend the deadline.

DV SADANADA GOUDA IS KARNATAKA's NEW CHIEF MINISTER ( CM )
Lok Sabha member from Udupi- Chikmagalur constituency DV Sadananda Gowda was on Wednesday chosen the next chief minister of Karnataka.
According to sources, Sadananda Gowda got 63 votes in his favour and Jagadish Shettar got 55.
The election of Gowda, who is not a member of either House of the Legislature, has clearly
demonstrated the hold Yeddyurappa has over legislators and his command over the party in the state.
Earlier in the day, Karnataka 's BJP legislators' met to pick a successor to outgoing chief minister Yeddyurappa. The legislators met at a hotel in city centre to choose a new leader between two contenders - DV Sadananda Gowda and rural development minister Jagadish Shettar.
Yeddyurappa had quit as Karnataka chief minister reluctantly on Sunday, days after the Santosh Hegde report on illegal mining severely indicted him and his family .
According to sources, Sadananda Gowda got 63 votes in his favour and Jagadish Shettar got 55.

RR NUMBER THROWS UP NEW PROBLEM
The State government had made it mandatory for domestic LPG customers to submit the RR numbers of electricity bills and ration cards in a bid to trace illegal connections. But, this has landed many Central government employees
living in quarters in trouble.
At the DRDO complex, for example, there are nearly 2,000 residential quarters and only two RR numbers. The residents of the complex were in for a shock recently when they applied for refills and were told that the LPG connections had been suspended.
Alternative arrangements
The food and civil supply department has now come out with alternative arrangements for Central and State government- owned residential complexes, which have just one or two electricity RR numbers.
“We recently decided to provide LPG connections in bulk to such central
government buildings which have only one or two RR numbers. We will list such connections as quarters. Our inspectors will have information about the status of LPG connections in bulk given to one or two RR numbers,” said an officer of the department.
Earlier, when some of the DRDO officers enquired with officials of the food and civil supplies department the reason for the suspension of their connections, they were told the LPG connections could not be given
in bulk for one RR number. Since then, the residents had been running from pillar to post to sort out their problem.
An officer in the DRDO said most of the officials and employees of the Central
government had transferable jobs and they may not be having ration cards or separate houses.
Separate numbers “We live in government quarters and we are mainly dependent on RR numbers given to us by our officers. We cannot create a
separate RR number for us,” said the officer.
