If the electricity meter in your house or office is defective and you are changed with back billing, you need not wait long for redressal
A BESCOM circular has stated that all slow recording cases will be referred to the third party - electrical inspector - for testing and determination of error and recording the findings.
The circular underlines that the assistant executive engineer, operation and maintenance, sub-divisions would do the actual back billing claim. Besides, the consumer would be informed about the defective recording of the meter and that matter would be subjected to third party inspection.
The consumer should be informed about the proposed date and time of inspection at least three days in advance. This information shall be comunicated to the consumer in writing as per KERC Regulations and acknowledgement obtained. Consumer or occupier should be provided with an opportunity to witness the testing either in person or in the presence of authorized person.
>After third party inspection and generation of inspection note, signature of owner or occupier shall be obtained for having witnessed the test and agreeing to pay the back billing changes.
>Quantum of back billing changes shall also be intimated to the consumer
>Any objection to the proposed back billing shall be receded on the spot
>Copies of downloaded data and such other documents generated at the time of inspection shall be given to the witnessing consumer or his representative and acknowledgement obtained
>For any loss of revenue arising out of non-compliance to instruction under this circular, the officer incharge of inspection would be held liable.
