BANGALORE: The food and civil supplies department's move to weed out illegal ration cards/ LPG
connections has been disastrous. Bangaloreans are fuming over their LPG connections being suspended
for no fault of theirs. B A Harish Gowda, secretary, food, civil supplies and consumer affairs department,
admits there were errors during data entry which has caused all the confusion. Excerpts:
Why penalize consumers for your department's mistakes?
I agree that some citizens have been put to hardship .We regret that. The objective is not to penalise consumers. But we have cases of even senior government officials having four connections. These are
used for domestic purposes as well as for their cars. How do we justify that? I admit there have been errors.
Who is responsible for the mess?
There were errors in feeding data from consumers. Of the total 75 lakh connections across the state,we
have suspended only 5% because their RR numbers are not showing up in our database. It is not fair to
consumers, I am conscious of it. But then there is no other way for us to weed out illegal connections. We
have to get the entire consumer data base and then sort this out.
If there was a mistake at the data entry level, why suspend LPG connections? Why not take action against your staff?
We are at it. But then there were lakhs of data entry operators who did this job. Who do I nab ? There
are cases where two RR numbers were entered against one LPG connection.We are doing a re- entry
of all the data now. We know the genuine consumers will come and re- check their connections. It is
those with multiple connections who are angry with this move and not genuine consumers.
Why is there utter confusion even at gas agencies?
Consumers are being turned away when they go there for rectifying the errors. We do not want a repeat of this confusion. So we have made it clear that consumers whose connections have been suspended should either upload the documents on our website or visit the nearest deputy director of food and civil supplies .
The addresses of these offices are on our website.We have set up counters at these offices where the
mistakes will be rectified immediately. Going to the gas agency will not help.
How will you address consumers' fear of losing LPG connection?
We will not disconnect until we are convinced that it is indeed illegal. We will re -look at all the data that
has been submitted. I have directed officers not to be harsh as the department has erred in data entry. We will clear all the uploaded documents in the next three days .
Why initiate an exercise which is causing so much inconvenience?
Back in 2006 the department signed an agreement with a private company to ready an online database of all ration cards . By 2010, the numbers jumped to 1. 65 crore while the number of BPL families remained the same. It was a money-spinning exercise. The government ordered a probe. We had to weed out bogus connections to ensure that our genuine consumers were not put to hardship.

1. Clients are expected to check the preview of the certificate and sign on preview before certificate is generated.
2. Once a e-Stamp is generated, then it cannot be edited/modified in any manner.
3. Preserve the e-Stamp carefully, Duplicate copy of e-Stamp is not issued.
Q. What if the stamp duty is underpaid ?
A. If the stamp duty is underpaid then visit an ACC and obtain an Additional Stamp duty certificate by paying the additional stamp duty amount. For registration process the client will have to produce both certificates to sub -registrar.
Q. What if the stamp duty is still underpaid ?
A. If the stamp duty is still underpaid than client has to again visit an ACC and obtain a additional stamp duty certificate by additional stamp duty amount. The client will need to produce all certificates for registration.

A. Client can pay stamp duty amount through the following modes

“If someone fails to submit details during this time, the LPG connection will be cancelled. People can register their RR number online or in the taluk offices. An officer will help people file the details online.’’

NOTIFICATION
For kind attention of ration Card holders in urban areas and all domestic LPG beneficiaries of the state.
1. Upon realisation that the number of BPL and APL ration Cards for exceeded the number of families in the state and yet large number of families went without ration cards, an exercise was initiated to identify such ineligible cards (a) in urban areas, by linking the ration cards and the domestic LPG consumer numbers to the electricity meter RR numbers of the houses in which the beneficiaries resided (EM-RR number) and (b) in rural areas, by linking ration cards to property tax numbers of the houses in the Grama Panchayath database (Panchathantra). In furtherance of that , the ration Card holders of urban areas and the domestic LPG consumers all over the state were asked to furnish EM-RR numbers, along with the ration Card numbers, and the LPG consumer numbers. In response to that, most of ration Card holders of urban areas and LPG consumers have furnished the EM-RR numbers. The particulars so furnished have been matched with the original data of ration cards, the consumer data furnished by the oil companies and the electricity supply companies (ESCOMs) and a state level database has been set up by the National Informatics Centre.
2. On the basis of the above said exercise, the ration cards and domestic LPG connections have been classified into three categories a) lawful, b)requiring further investigation, and c) unlawful. As an initial step, cases wherein a single ration Card or LPG connection is linked to a domestic electricity meter RR number are considered as lawful. Lawfulness of cases wherein more than one ration Card or LPG connection is linked to an EM-RR number or claim is made that the house does not have electricity supply from an ESCOM will be decided after local inspection. Cases wherein no information is furnished or non-domestic electricity meter numbers are furnished are considered to be unlawful, until better proof of residence is produced.
3. Cases wherein (a) EM-RR numbers have not been furnished, with the exception as stated above, (b) non-domestic electricity meter numbers are furnished, (c) more than one ration Card or LPG consumer numbers are linked to one EM-RR number and the beneficiaries are the same, and (d) the address in the ration Card or LPG connection and the address in the electricity meter RR number are in two different places; are considered to have violated either Clause 3 of Liquefied Petroleum Gas (Regulation of Supply and Distribution) Order 2000 or Clause 3 of Karnataka (Prevention of Unauthorized Possession of Ration Cards) Order 1977 or both, as the case may be. Necessary steps to suspend service to those beneficiaries have been taken. Option to carry out ratification of wrongs or mistakes, if any, in the database by the beneficiary, online, is provided. Service will be restored if found lawful upon ratification.
4. Particulars of the ration Cards and the LPG connections, service in respect of which has been ordered to be suspended, have been communicated to the respective fair price shops. LPG distributors and oil companies. The persons authorized to run the FPS and the LPG distribution agencies have been asked not to supply food grains, sugar, kerosene and LPG cylinders to such suspended beneficiaries. The beneficiaries are requested to find out about the status of their benefit by visiting the department website http://ahara.kar.nic.in and then clicking the link "Click here to verify your LPG and Ration Card status and to update RR number etc..", if required.
5. Best possible efforts have been made to enter the data furnished correctly and match them to the master databases. Even then, mis-match because of wrong or incomplete data furnished or error in data entry or missing data in the master databases etc., can not be ruled out. In such cases also the benefit would have been suspended. The hardship that might have been caused to such beneficiaries is regretted. Any beneficiary who had furnished the information sought and whose ration Card or LPG connection has been wrongly cancelled may avail it again in the following manner.
(a) In case of BPL card holders, the beneficiaries may approach the person authorized to run the FPS and hand over photo copies of the ration Card, LPG delivery bill and electricity bill and ask for an acknowledgment or may upload data as explained in (b) below.
(b) In case of APL card holders and LPG consumers who are not BPL card holders, the beneficiaries may log on to the department website http://ahara.kar.nic.in, click the link " Click here to verify your LPG and Ration Card status and to update RR number etc.", to rectify the mistake, if any and upload the documents mentioned in (a) above by following the instructions therein. Once, the particulars sought are furnished, the computer will automatically respond to the request by generating an acknowledgment. This facility will be available for the next 15 days. If a beneficiary finds uploading data through the website inconvenient, then he/she may approach the nearest office of a deputy director of the department for assistance. Their addresses may be had from the website.
6. In rural areas, a separate exercise to identify ineligible ration Cards using property tax data base of gram Panchayaths is in progress. Soon after consolidation of the state level database of urban and rural beneficiaries, submission of online application for new ration Cards, transfer from one place to another, correction of data etc., will be facilitated.

BESCOM To Launch Service On September 01
You can get information on power outages two hours in advance on your mobile phone. For this, you have to give your contact details to BESCOM
Not just that, if you have failed to pay the bills, SMS would be sent to warn you two days prior to discontinuing power supply.
BESCOM is working with Infosys Technologies to establish this customer call centre.
"The database of the consumers, including their consumption pattern, which transform supplies power to the particular consumer, bill status and geographical information would be updated the system"
The customer call centre would easily identify the consumer and refer by their name. Earlier, we had to call up the engineer at the sub-diversion and manually check where the system had gone wrong. But now, all the distribution transformers and HT consumer lines are connected with meters having GPRS modem that would provide reading to data centre. You can get information on power outages two hours in advance on your mobile phone. For this, you have to give your contact details to BESCOM
Not just that, if you have failed to pay the bills, SMS would be sent to warn you two days prior to discontinuing power supply.
BESCOM is working with Infosys Technologies to establish this customer call centre.
"The database of the consumers, including their consumption pattern, which transform supplies power to the particular consumer, bill status and geographical information would be updated the system"
The customer call centre would easily identify the consumer and refer by their name. Earlier, we had to call up the engineer at the sub-diversion and manually check where the system had gone wrong. But now, all the distribution transformers and HT consumer lines are connected with meters having GPRS modem that would provide reading to data centre. This helps to identify the problem and inform the consumer immediately about the outages.

MAKE SURE YOUR TAX RETURN ISN'T REJECTED
If you are E-filing your tax returns, here are the errors you should avoid while sending the ITR V
Your returns can be rejected if the guidelines laid down by the income tax department are not followed while filing returns, be it physically or online. If you are E-filing and not using the digital signature, you will have to print out the acknowledgment form, ITR V.
Here are the things you should keep in mind while using this option.
PRINTING ITR V
Printing the ITR V form correctly is critical. Avoid using the dot matrix printer if you want your return to be processed faster. This is because the bar code on the ITR V should be clearly visible for quicker processing, and this can be done only by using the inkjet or laser printers. Take the printout in black ink only. If you are sending two returns, don't print them back to back. Use a fresh A4 size sheet to print each time. Perforated paper or any other size is not acceptable.
SIGNING
The signature on the form must be clear and legible. For this, use a ballpoint pen in blue ink only. "The document that is mailed to the Central Processing Centre (CPC) in Bangalore should be signed in blue ink,"
If you are taking photocopies, make sure you send out the original one signed in blue ink. " As per the guidelines issued by Income Tax Department, the ITR V should carry the signature in ink and should not be a photocopy.
SENDING
"The filing of non digitally signed returns is complicated only when the ITR V reaches the CPC in Bangalore," So make sure that your ITR V reaches the destination within 120 days of e-filing. In case it doesn't reach CPC Bangalore within the stipulated period, you will have to go through the agony of e-filing your tax return again. Earlier, you couldn't send more than one ITR V per envelope, but now, you can include more than one ITR V form. Do not attach other documents, such as photocopies of Form 16 or TDS certificates along with the ITR V.Even annexure documents don't need to be attached. Dispatch it in an envelope that can hold an A4 size paper without folding it.
OTHER FILING ERRORS
Taxpayers often make mistakes that lead to deduction or incorrect calculation of taxes. One of these is not declaring the correct the break up of deduction under section VIA, which includes tax saving investment in life and health insurance policies, mutual funds, bank fixed deposits, etc. "It is essential to have the tax filing details like deductee's PAN details, PAN and TAN of the deductor, total amount paid, total taxes deducted and deposited in Form 16 / Form 26AS"
In case of a residential address, make the necessary alterations in the PAN database since the IT Department refers to it for correspondence. Do not mention bank account that are closed or even dormant because refunds are unlikely to reach you in such a case. " The circles in the Sahaj and Sugam forms must be shaded, not ticked,"
NO RESPONSE FROM CPC
The CPC dispatches an acknowledgment on receiving the ITR V. Ideally, it should reach you within three days. If you don't receive it, consider sending it again. You can send it through regular postal service or speed post. Do not use the courier or deliver it personally. You can call 1800-425-2229 and 080-22546500 from 9am to 8pm on working days to check its status. It can also be done online at www.incometaxindiaefiling.gov.in.

WHAT IS SAHAJ
SAHAJ is newly designed ITR-1 which replaces SARAL
WHO CAN USE SAHAJ
An individual whose total income for the assessment year 2011-12 includes:
1. Income from salary/pension or
2. Income from one house property (excluding cases where loss is brought forward from previous years) or
3. Income from other sources (excluding winning from lottery and income from race horses
and who has no loss to be carried forward.
WHAT IS SUGAM
SUGAM is a simplified presumptive business income tax return form (ITR 4S)
WHO CAN USE SUGAM
An individual or a Hindu undivided family (HUF)
1. having income from any business except the business of playing, hiring or ; and
2. total turnover or gross receipt in the year from such business not exceeding sixty lakh rupees; and
3. declaring presumptive income from such business at 8% of the total turnover or gross receipts.
